Paraguay’s evolution of investor-friendly migration began with the SUACE investor residency program, requiring a US$70,000 business investment spread over ten years, bypassing foreign account deposit needs and enabling expedited permanent residency since at least 2022. Meanwhile, a more traditional economic solvency route—depositing approximately US$4,500 in a local bank—was eliminated in late 2022, consolidating visa options around the SUACE program and standard routes.
Paraguay also introduced a two-stage residency approach: successful SUACE investors receive permanent residence immediately upon approval, circumventing temporary status and triggering a 90-day initial visit requirement . Spanish or Guaraní language proficiency and civic understanding are mandatory for the three-year citizenship pathway.
Modernization has simplified medical checks (no longer required since November 2022), while immigration authorities emphasize integration through annual presence (~183 days during naturalization) . These measures balance openness with credibility, ensuring long-term recognition of Paraguayan passports internationally.
