Nauru launched its Economic & Climate Resilience Citizenship Program (ECRCP) at COP 29 in November 2024, formalized in the Nauru Economic and Climate Resilience Citizenship Act No. 15 of 2024, with passport sales beginning in early 2025. This initiative funds Nauru’s Higher Ground strategy, designed to relocate 90% of its population to higher elevations due to rising seas—the initial phase alone is estimated at US $60 million. The Passport Amendment Act 2025 clarifies that citizenship does not confer diplomatic status, preserving integrity for potential visa reinstatements .
